As previously reported, the First All-Union Conference (meeting) was held in Azerbaijan in July 1969 young astronomy enthusiasts.
It is difficult to overestimate the importance of this event. In recent years, the number of children interested in astronomy has been growing rapidly in our country. In many cities and towns (sometimes very remote) there are astrocircles. Some of them are connected with the branches of the railway carriage, while most of them worked independently until recently. It was only in the last two years that the youth section of the Central Council of the Railway Carriage began to put this matter in order.
The idea of convening such a meeting arose in the summer of 1967 during the formation of the Azerbaijani branch of the VAGO. Director of the Gagarin Baku Palace of Pioneers and Schoolchildren A.M. Aliyev agreed to take over the organization of a summer camp for young astronomers, and Director of the Shamakhi Astrophysical Observatory of the Academy of Sciences of the Azerbaijan SSR, Chairman of the Azerbaijani branch of the VAGO G. F. Sultanov allowed the territory of the observatory to be used for this camp.
In the autumn of 1967, the Central Council of the VAGO decided to hold the First All-Union Meeting of Young Astronomers in Baku, appointing it for the summer of 1968. The proposal was supported by the Central Committee of the Komsomol. Preparatory work began, but for some organizational reasons the rally did not take place in 1968. Nevertheless, two groups of young astronomers from Crimea and Novosibirsk traveled to Baku, and then to the Pirkuli plateau (the location of the Shamakhi Observatory), and there, together with Baku astronomy enthusiasts, they held a kind of "rehearsal" of the meeting. This "rehearsal" gave a lot to its participants and, of course, contributed to the success of the conference in 1969.
This time, the preparations for the rally took place under the auspices of the USSR Ministry of Education. The holding of this event was approved by an order signed by Minister M. A. Prokofiev. An organizing Committee was established to prepare for the meeting, headed by Professor R. V. Kunitsky. The program of the rally was compiled by B. G. Pshenichner, Deputy Chairman of the youth Section of the Central Council of the Railway Carriage, who completed the main part of the preparatory work. The All-Union Society "Znanie" sent astronomers to the meeting to give lectures and conduct classes with its participants.
A great contribution to the organization of the Pirkuli Star City summer camp belongs to the staff of the Yuri Gagarin Palace of Pioneers and Schoolchildren, headed by its indefatigable director A.M. Aliyev. He not only formed a "construction team" of employees and activists, but he himself, when necessary, got behind the wheel of a truck and raced from Baku to Pirkuli (a distance of 144 km). Electricity and running water were provided in the camp, a kitchen, a dining room, a radio station, tents for children and managers, a canopy for a photo exhibition, and a library tent were built.
12 telescopes made by Baku astronomy enthusiasts were installed on a special site: from an improved school refractor to a 26-centimeter Cassegrain reflector, which had to be installed using a crane. Novosibirsk amateurs have added two of their own to these telescopes. Another area was reserved for meteor and variable star observers: a tarp was spread out, framed circles were reinforced to limit the field of view, and binoculars were installed.
